The United Kingdom Parliament.
Parliament seems to have gone on the net in a big way very recently - both the Commons and the Lords now have their own home pages, and it's possible to keep closer track on what your MP's have been doing (though not, I suspect, who's been paying them to ask questions!). Most of the information seems to date from the beginning of the 1996/97 session (23rd October 1996), so there's not a great deal of records available on-line yet, but the search engine seems to work pretty well, so you can find speeches by the people you're interested in. The Hansard pages seem to be formatted very much like the printed document.

The UK Parliament was a long way from being the first legislature to put
its' debates on the Web. The following links will get you to the homepages of
various parliaments, or if applicable (and not a variable address) directly to
their Hansard menu.
NOTE: Those parliaments marked (*) do
not have their records of debates available on-line at this time.
As I'm the treasurer of my local ward branch of the Labour Party, I'll have to put them first on the list!
On the Trade Union side, take a look at the home page of the International Transport Workers Federation (ITF), which my union, the TSSA (Transport Salaried Staffs' Association) is affiliated to.
