The prospects for a terrestrial TV transmission in the UK of the Babylon 5 tv movies do not look too good. I wrote to Channel 4 to find out what happened to the last 5 episodes of season 5, and also asked about the tv movies. In their reply dated 10th September 1998, Channel 4 said
"Unfortunately, we must advise you that Channel 4 do not hold the screening rights to any of the TV movie spin offs. Rest assured your request has been placed on file for future reference."

"In the Beginning" was released on video at the end of June 1998 and was commonly found being sold for about £15.99, but I got my copy from my local Safeway supermarket for only £12.99! :-)

"Thirdspace" was released in mid-September 1998, and is a stand-alone episode which doesn't form part of the 5-year arc, for which crime some people in the US seem to dislike it. Personally, I think it makes a refreshing change to have a story which is separate from the arc!

"The River of Souls" was transmitted in the US in mid-November 1998, and got a UK video release in February 1999.

"A Call to Arms" is a prelude to the new "Crusade" series, but is definitely a Babylon 5 story. I've only seen a few minutes of previews of it, but it looks to be very promising. This movie was transmitted in the US on 3rd January 1999 and seems to have got rave reviews from the fans, except that the music by new composer Evan Chen seems to have got a mixed reception.
